It has a plastic outer layer with fancy lace and floral medallions inside. The frame is metal, plastic top handle, plastic inside. The purse itself measures 10" x 13.5" wide at the bottom, add an additional 5" for the handle drop. The issues noted are the cracks to the corners of the plastic inside and the little bit of wear on the metal frame. It appears gently used and it is pretty clean inside.
