The tag dates to 1940-50's, Penney's department store. It is tagged as 100% wool and hand washable, which is a plus. There are 8 pearlized plastic buttons, all intact, button holes are great as well. Definitely a 3/4 length sleeve. I don't see any issues here, it's lovely! I'm going to say this is a medium judging by the measurements. Please know that the numbers provided are unstretched.
